Carl A. Barraco Sr.

Carl Barraco Sr.
Carl A. Barraco, P.E., graduated from the University of South Florida with a Bachelor’s Degree in Civil Engineering in 1984, and continued his education at USF, receiving his Master’s Degree in Civil Engineering in 1987. He achieved his professional registration as a professional engineer in the State of Florida in 1987 (P.E. No. 38536).
Mr. Barraco, along with his associates, founded Barraco and Associates, Inc. in 1998. He has been providing civil engineering services throughout Southwest Florida for 35 years. Mr. Barraco has worked on several notable projects in Southwest Florida including the Daniels Road widening to Daniels Parkway, the Midpoint Veterans Memorial Bridge, Colonial Country Club, River Hall, and many other high profile Southwest Florida Communities.
Carl married his wife Sandy shortly after graduation and they have been happily married for over 40 years with three grown children and three beautiful grandchildren. In Carl’s spare time he enjoys anything outdoors, from hunting in Missouri to fishing in Southwest Florida.

Carl Barraco Jr.
Carl Barraco Jr. is a fifth-generation Lee County resident. He was raised in North Fort Myers and graduated from Bishop Verot High School. Mr. Barraco subsequently earned his bachelor's degree in Civil Engineering from the University of South Florida, and dual Masters degrees in Civil Engineering and Real Estate (MSRE) from the University of Florida. He is a licensed Professional Engineer as well as a Certified General Contractor in the State of Florida. Mr. Barraco has approximately 15 years of experience in the development industry working for private developers and as an engineer for Barraco and Associates. His responsibilities at Barraco and Associates include day-to-day operations of the business, new business development, and client relations, as well as acting project manager.
In his time away from the office, Carl enjoys spending time with his beautiful daughter, Piper, and working out. He also enjoys outdoor activities such as hunting with his father in northern Missouri and fishing in the mountains of North Carolina and the back bays of Southwest Florida.

Amy Hughes
Amy Hughes is the Office Administrator for Barraco and Associates, Inc. Amy has over 20 years of administrative experience in Office Management, Human Resources, and Accounting. She assists in the development and implementation of firm policies and procedures; manages and oversees the administration of HR policies, programs and practices within the firm; she maintains accounts payable, receivables and monthly billing. In addition, Amy serves as Executive Assistant to the President of the Firm.
Outside of work, Amy loves spending time with her husband and family. She is very passionate about physical health and is an avid cyclist.

Wesley Kayne
Wes Kayne joined Barraco and Associates in October 2006 as an Engineering Technician while pursuing a Bachelor’s Degree in Civil Engineering at Florida Gulf Coast University. He graduated from FGCU Summa Cum Laude in Spring 2012. He has been responsible for the management of personnel and the design of a variety of commercial, residential, roadway, and municipal projects. He has served the Calusa Chapter of the Florida Engineering Society since 2012 working through the ranks to president and currently serving as State Director for the chapter.
Wes is a proud father of 3, a licensed foster parent, and youth soccer coach. He enjoys spending time with his family out on the field coaching two soccer teams, glamping, and biking.

Stephen Coleman
Stephen started at Barraco and Associates in May 2006 after graduating from Santa Fe College with an A.A.S. degree in Building Construction Management and Technology. He started at BAI as an Assistant Project Manager and has since been promoted through the years to Senior Project Manager. He focuses his efforts on the management, design, quality control, permitting and construction of some of the firm’s largest residential and commercial development projects.
Stephen was born in Wheeling, West Virginia, and lived there until his family relocated to the Fort Myers area. Stephen and his wife Christine have two children, SJ and Lucas. In their free time, the Coleman’s enjoy camping with their RV, traveling back to their home states (WV and NY), and making spontaneous trips to Disney/Universal.

Doug began working for Barraco and Associates (BAI) in 2007 after graduating with a degree in Building Construction Technology and serving in the Florida National Guard. Doug serve as manager of BAI’s public infrastructure projects, including design and Construction Engineering and Inspection (CEI) services. He has an extensive understanding of construction methods, which adds invaluable knowledge during the design and CEI processes. Doug was born and raised in Southwest Florida, which provides an additional level of experience and understanding of local area conditions.
Away from the office, he enjoys spending time with his wife and children and his hobbies are focused on the outdoors.

Jeff Wasko
Jeff Wasko is a Southwest Florida native, growing up in both North Fort Myers and the San Carlos Park area. He received his Associate's degree from Edison College and a bachelor of Science in Civil Engineering from Florida Gulf Coast University. After many years in the industry as a draftsman and design engineer, Mr. Wasko now manages projects as a Project Manager and Engineer of Responsibility. Jeff recently served as Secretary of the Florida Engineering Society – Calusa Chapter and is currently serving as the organization’s Vice President.
Outside of work Jeff loves spending time with his beautiful wife, Jessica, and daughter, Aurora. Jeff has a passion for music and is an accomplished guitarist. You may see him playing on-stage at such events as the Edison Parade of Lights, the BIA BBQ, Bands and Brew, or opening for national touring acts at The Ranch Concert Hall.

Vinnie Barraco, Jr. is third generation Lee County native, born and raised in Fort Myers. He holds a degree in Civil Engineering from the University of Florida, where he was also Captain of the national award-winning Steel Bridge Team. Vinnie joined the Barraco and Associates team in 2018, where he works as a Project Manager as a licensed Professional Engineer. He also serves as Vice President of the Calusa chapter of the Florida Engineering Society.
Vinnie and his wife Elaine are expecting their second child while also enjoy raising their daughter Sadie in the outdoors, gardening, and beekeeping, and are active members of St. Dominic Church in Panama City, Florida. Vinnie is also an avid outdoorsman and golfer.

Scott Wheeler
Scott is a Florida native, born and raised in Fort Myers. He began his surveying career shortly after graduating from Cypress Lake High School in 1981. He has been a Professional Surveyor & Mapper since 1999 and brings over 40 years of local surveying experience to the company. Scott is currently the Vice President of the surveying department, overseeing the day to day operations of the surveying team.
In his free time, he enjoys boating, fishing, golfing and spending time with his family.

Christen Moore
Christen graduated from The University of Florida in December of 2004 with a Bachelor of Science in Geomatics from The College of Engineering. She became a licensed Surveyor and Mapper in June of 2010. She started at Barraco and Associates in May of 2018 and primarily works on the home building jobs in many of Southwest Florida’s communities.
Christen enjoys running half marathons and marathons in her free time and spending time with her family.

Jeremy S. Snow
Jeremy Snow joined Barraco and Associates in May 2025 as an Urban Planner. He brings over 20 years of combined experience in military civil engineering, urban and environmental planning, and community development. Jeremy began his career in the U.S. Army, where he designed and constructed roads, bases, bridges, and airfields. After his service, he earned a degree in Urban and Regional Planning from Missouri State University and went on to work in both the public and private sectors, with specialties in land use, zoning, site planning, and environmental review.
Jeremy takes a Renaissance approach to life and business, drawing from a wide background that includes community philanthropy, nonprofit leadership, small-business ownership, event management, marketing, and even a stint in television. He has been recognized for his leadership in both military and civilian spheres, having served in the American Planning Association and as an advocate for positive community change.
In 2025, Jeremy made the bold decision to leave Missouri behind and embrace the salt life of Southwest Florida, trading cookie dough ventures for coastal planning. At Barraco, he brings an eclectic blend of technical expertise, creativity, and vision to site planning, land development, and zoning.
Fun fact: Jeremy is proud to be the only “Snow” you’ll find in Southwest Florida. Outside the office, he enjoys training dogs, cycling, yoga, and exploring the outdoors. A lifelong learner and storyteller, he finds joy in writing, creative projects, and inspiring others through connection and collaboration.

Frank Savage
Frank Savage initially entered the civil engineering discipline in March 2006 when he joined Barraco and Associates as an Assistant Project Manager. Frank left the engineering world in 2012 to return to his education-based roots; however, he returned to Barraco and Associates in August 2023. He received his bachelors degree in Mathematics from the University of Florida in 2003, and received his masters degree in Applied Mathematics in 2018 from Florida Gulf Coast University. Frank works very closely with engineers of the firm and provides assistance with District Engineer duties for a multitude of Community Development Districts in Southwest Florida. He has performed the duties of project manager on several projects, overseeing the design, permitting, construction and certification of utilities and water management systems for commercial and residential developments.
Frank and his wife, Becky, are raising their four children. In his spare time, Frank enjoys lifting weights, playing sports, and traveling with friends and family.

Kevin Ellis
Kevin is a 5th-generation Fort Myers native who began his surveying career in 1996. He started his career as a rodman and, through the years, has held many different positions including field crew leader, cad technician, project manager and field staff supervisor. Kevin started at Barraco and Associates in 2015 and his primary role is the management of the field staff and of many construction surveying projects, primarily in the home building sector, as well as other areas.
Outside of work, Kevin enjoys sports, traveling, outdoor activities and spending time with his wife, Nichole, and daughters Peyton and Madison.

Lauren Colarusso began her career at Barraco and Associates (BAI) in 2014. She graduated from FGCU with a bachelor’s degree in chemistry in 2010 and worked at a biofuel facility prior to joining the BAI team. Assisting with general project management, permit coordination and quality control, Lauren enjoys working closely with the project managers, engineers, surveyors, and CAD technicians to provide the best product, service and experience for her team and her clients. Lauren’s excitement to learn and acquire new skills has allowed her to serve her clients and support her teammates in various capacities.
A 5th-generation Lee County native, Lauren appreciates her deep roots in Fort Myers. She married her childhood friend, Christian, and together they are raising their two children, Charlie and Nick. Although Lauren would rarely be described as adventurous, she does enjoy being active and occasionally accepting physical challenges.

Ashley Butler
Ashley joined the team at Barraco and Associates, Inc. in early 2016 as a permit coordinator. She is responsible for preparing, organizing, submitting, and maintaining permit, plat, and project certification applications. Ashley also monitors the status of these applications to ensure timely approvals.
She acts as a communication liaison, as the primary point of contact between the firm and regulatory authorities, actively representing the client's needs and priorities throughout the project lifecycle. Her adaptability is useful as she navigates the intricacies of various permitting and project management requirements across many different municipalities. Born and raised in Southwest Florida, Ashley prefers to spend her free time in the Florida sunshine with her wonderful husband, David, and their ,amazing son, Ethan. She is an avid music, art, plant and yoga lover. She cherishes vacations and traveling with her family. Most of all, Ashley has an enthusiastically inquisitive spirit and delights in new experiences.

Mark Aral
Mark Aral joined Barraco and Associates, Inc. in July 2025, bringing eight years of experience in civil engineering design, permitting, and project management.
Mark has extensive experience collaborating with clients, contractors, and various local, regional, and state agencies, including Lee County, the City of Fort Myers, the City of Cape Coral, the South Florida Water Management District, the Lee County Port Authority, the Florida Department of Environmental Protection, the Department of Health, and the Florida Department of Transportation. His expertise includes the design, permitting, and construction oversight of projects delivered on schedule and within budget.
Throughout his career, Mark has successfully managed a diverse portfolio of civil engineering projects, including drainage systems, water and sanitary sewer infrastructure, stormwater management facilities, residential developments, industrial parks, commercial sites, and marinas.
Outside the office, Mark enjoys hiking, biking, working out, and traveling. He is also an avid car enthusiast who enjoys attending automotive events and car shows.
